Why Telegram is slow in Russia in 2026 — and how to fix it in 30 seconds
Telegram is slow not because of your carrier in general, but because of dedicated DPI filtering aimed specifically at Messenger traffic. We explain technically what's happening and why MTProto proxy with Fake-TLS is the only working solution in 2026.
What is DPI and why Telegram
DPI (Deep Packet Inspection) is a network traffic analysis technology where the carrier doesn't just see "where the packet goes" but recognizes "what's inside the packet". Modern DPI can identify Telegram traffic by characteristic features:
- Packet sizes at session start (MTProto handshake)
- Frequency and periodicity of keep-alive messages
- SNI domains (api.telegram.org, web.telegram.org, dc1-5.cdn.telegram.org)
- Telegram IP ranges (149.154.160.0/20, 91.108.4.0/22 and others)
Once recognized, DPI applies schema-based throttling — artificially limits the connection speed to 50-200 kbps. That's enough for text to come through, but photos, videos and voice notes become a torture.
Which carriers throttle Telegram
By our measurements in April-May 2026, Telegram throttling has been confirmed at the five largest Russian carriers:

Throttling is also confirmed at regional providers: Dom.ru, Ufanet, Citilink, TTK, Er-Telecom, SibirTelecom. The throttling works on the physical channel level and equally affects mobile internet, home Wi-Fi and public hotspots.
What does NOT help
- Switching from Wi-Fi to mobile internet and back — throttling works on both. All major carriers deployed DPI.
- Restarting your router and phone — has no effect on the carrier's DPI filtering.
- Switching from Telegram to Telegram X or another client — DPI looks at network traffic, not the app.
- Free "public proxies" from Telegram channels — most are also recognized by DPI and blocked.
- Regular VPNs on free servers — slow, unstable, often blocked separately.
What helps: MTProto + Fake-TLS
Telegram officially supports MTProto proxy — its own protocol where your Telegram client connects not directly to Telegram servers but through an intermediate proxy server. If this proxy uses Fake-TLS obfuscation on the standard port 443, the carrier's DPI filter sees regular HTTPS traffic to google.com — and cannot block or throttle without breaking the entire country's internet.
That's exactly what we use at TelegramProxy.app. The server program is telemt v3.3 (Rust), port 443, tls_domain = google.com. The server is in Frankfurt (Germany), ping to Moscow is 32 ms, to St Petersburg 24 ms.
How to fix it in 30 seconds
- Open this site on the device where Telegram is installed.
- Go to the homepage and click "Connect proxy".
- Telegram will launch and show a dialog — confirm it.
- Done. A green proxy icon appears in the top-right, speed restores instantly.
